President - Raeann Hofkin, CPP
I received my Certified Payroll Professional designation
in 1999 and re-certified in 2005. I have been an active
member of the American Payroll Association at the local
and national level. I have served as the Study Group
coordinator from 2001 to 2004. As Study Group
coordinator, I doubled the number of study group
sessions and dramatically increased the number of groups
and geographic locations to properly serve the SEPA
Chapter members. During that time, I have also enjoyed
serving as a facilitator. I have served as the Vice
President from 2002 to 2004, and President from 2005 to
the present.
At the National level, I served on the Hotline Referral
Committee, Local PA EIC Tax Reform Committee, and The
Government Affairs Task Force for Data Privacy. I serve
on the Board of Advisors for IOMA’s Payroll Manager’s
Report newsletter and a contributing author for the “How
to Become a More Influential Payroll Professional”
special report. I have written articles that were
published in Paytech, Epay Express, and Keep up to date
on Payroll. In the past, I have taught the Payroll
Learning Series at Montgomery County Community college
and have been a speaker for several audio seminars and a
chapter meeting for the North Mississippi Chapter.
In 2006, I was awarded the Donald W. Sharper Education
Grant from the American Payroll Association. I was
nominated in 2005 and 2006 for the PA Payroll
Professional of the year. I won for my chapter,
but lost out to two other deserving nominees for the
statewide title.

President - Jane McHugh, CPP
Hi, I am Jane McHugh, CPP. I am currently employed
with Herman Goldner Co, Inc in Philadelphia, PA.
Herman Goldner Co provides HVAC and plumbing services.
I have been working in payroll for fifteen years and
passed the CPP exam in 2003. I have been a member of
SEPA for six years. I am an active member of the APA
on the national and local levels. On the local level
I have enjoyed serving as Study Group Coordinator from
2005 through 2007, have moderated study groups and
volunteered for countless Community Outreach events.
On the national level I have helped with the Hotline
Referral Committee.

- Richard Moyle, CPP
Hello, I am
Richard Moyle and I am currently the Payroll Manager for
Drexel University. I have been with the University for
five years. We have a large in-house payroll processing
operation that involves many unusual payroll
circumstances typically encountered in higher education,
such as student employees, non-resident alien tax
withholding and tuition reduction benefits.
I have been
employed in the payroll profession for over ten years
and prior to my time at Drexel I worked for both service
and manufacturing companies in the healthcare,
telecommunications and publishing industries.
I have been a
member of the Southeastern PA chapter of the APA for
about six years and during that time I have participated
in many SEPA events. These include the quarterly dinner
meetings; the CPP study group hosted by Drexel in 2004
and National Public Lands Day at Valley Forge National
Park for the last three years. As the chairman of
the Community Outreach committee, I have had the
pleasure to be involved in some very successful programs
such as the donation school supplies for homeless
children and the donation of used cell phones for
victims of domestic abuse.

- Alicia Milligan, CPP

I have been in payroll for approximately
18 years, most recently at Aberdeen Asset Management,
Inc. as a Human Resources Manager (specialty in payroll
and benefits). We have approximately 2000+ employees
worldwide (150 in the US), and our US office is located
in downtown Philadelphia.
I received my CPP designation in the
Spring of 2002 and I am an active member in both the
National and local level of the APA. On the local level
I have served as the NPW Chairperson for 2005 and 2006,
placing 1st or 2nd each year. I
have also volunteered for many SEPA committees and
events, including the 2005 PA Statewide Conference.
Currently, I am serving my first term as SEPA Chapter
Treasurer.
On the National level, I am a member of
the Government Affairs Task Force (GATF) for Data
Privacy and Security, as well as a member of the Hotline
Referral Service.

Liaison
- Dorothy Laskey, CPP
Hello, I am Dorothy Laskey
and I am currently a Senior Tax Research Analyst at
Vertex, Inc. Vertex is a tax compliance software company
in Berwyn, PA. My main job responsibilities include
in-depth research and analysis of payroll tax laws and
working with software developers to ensure tax
compliance of the payroll tax product. Additionally, as
part of the Payroll Research Department at Vertex, I am
involved in the research of new tax laws, revisions,
reporting modifications, and the maintenance of
resources of information at government levels.
My work experience has
been focused on tax research, analysis, and keeping
up-to-date with tax laws. I earned my CPP in 2005 and I
continue to attend seminars to keep current with payroll
tax information.
I have been a member of
the SEPA Chapter since 2005 and I am currently serving
my first term as Government Liaison for SEPA. I am here
to provide support to the chapter and its members on
legislative issues and updates, so please do not
