I have been a member or SEPA for over 13 years, while I am one of the few members who does not actually process payroll, I have been recruiting for Accounting and Finance professionals since I started as an Intern with Gateway Search Associates in College in the early 2000’s.

I have joined many organization over years and have found the SEPA members have always been the nicest and most welcoming group of people I have met.  As president have I tried to grow the chapter, started joint meetings with other Accounting and Finance groups (The IMA) and used my network to find relevant speakers that add value to our members.

I graduated PSU with a bachelor’s in business administration.

I work for Tridentcare, which is the #1 Mobile Clinical Services Provider Nationally.  I have been with the company for 25 yrs. I am currently the Payroll Director and obtained my CPP in 2015

I have 5 kids. I enjoy traveling, watching my children play sports, family time and bowling.

Secretary - Zachary McGowan, FPC


I am currently a Tax Analyst at Vertex Inc., a payroll tax software company. I entered the payroll profession after graduating from Kutztown University in 2019. I joined the Southeastern Pennsylvania Chapter in the summer of 2020 and attained my FPC in the Fall of 2021. I am happy to be involved in the chapter and look forward to continuing my knowledge and growth in the payroll field!




Treasurer - Bruce Phipps, CPP


President – American Payroll Association

2011 American Payroll Association, Payroll Man of the Year.

Senior Principal Product Manager – Oracle

In his current role at Oracle, Bruce is responsible for the US Legislative requirement for the cloud based payroll products.

Bruce has been employed in the payroll profession for 45 years and has worked for several employers in the following industries, Healthcare, Retail, Service industries, Television Retailers and Manufacturing. During his career, he has served as a key member for several system upgrades/implementations and mergers/acquisitions.

Bruce has held his CPP designation since 1989. He currently serves on the following APA committees: Hotline Referral, Electronic Payments Committee, GRTF - Pay Card Sub Committee, Child Support and Garnishment Sub Committee, Co-Chair PA Act 32 Sub Committee, Emerging Technologies - SPLTF, Champs Mentor, Social Networking, Education Grant Committee and National Speakers Bureau.

Additionally, Bruce is one of the original co-authors to the first edition of APA’s “A Successful Guide to Direct Deposit”

Bruce has been a Congress speaker since 2004 and the Texas Payroll Conference since 2006 and frequently speaks at chapter meetings and State Wide Conferences. Bruce Speaks on a wide range of topics, primarily though his specialty is State and Local incomes taxes.

Bruce was also one of the founding members of the Southeastern PA Chapter of the APA and served as the chapter’s first president. Spanning 18 years as a member of the SEPA chapter Bruce held several officer positions.

Serving as an officer of a local chapter, provides an opportunity to promote the payroll profession throughout Pennsylvania and surrounding states.

Government Liaison - Kelly Strohecker, CPP

Kelly is a Payroll Advisor for ICON Clinical Research.  She has been in payroll for over 20 years working in the non-profit and health care industries.  In her current position she is working with the Sr. Payroll Advisor reviewing the ever changing tax laws to make sure we are compliant. Like so many in payroll, she was asked to fill in while someone was out on leave, and has never left.

Kelly has been a member of the APA and SEPA since 2006 when she received her CPP designation.  In her time with SEPA she has served as Secretary, Treasurer and has moderated Study Groups.
